Is it possible to have a phone PTA approved (pay all fee etc) before that phone arrives in Pakistan?. I want to send a used phone to a relative in Pakistan but don't want them to deal with paying all the fee. Can I just do it myself from outside

The video tutorial on their website https://dirbs.pta.gov.pk/userguide.html says that it is not possible to register a phone outside Pakistan. Will the app still work?
No it won't work. You can't pay by card either.
Your relative will have to register the phone with DIRBS, get the PSID number, and if you have a Pakistani bank account, you can pay the fees through online banking.
Otherwise, the relative will have to do so. For security reasons, the DIRBS server is not accessible from outside Pakistan.

I dont think games have looked any better since 2019 onwards and they are performing worse and worse. Game developers have really dropped the ball.
