That AI certainly seems like it's too much for last gen to handle
Having played the game, I found that the dumb AI affords you the opportunity to explore your options and try different approaches using the tools at your disposal. It works well here, since you're playing the same areas over and over again 
Deathloop is among the best new releases I've played this year, right alongside Ratchet & Clank: A Rift Apart, Returnal and Guilty Gear -Strive- (haven't played Tales of Arise and It Takes Two yet).

Finished the game last night. And man what an amazing game this was. The whole loop mechanism is an astounding piece of art and I dont think I have played anything of this sort before. I think its pretty hard to explain it and i guess that is why the messaging of this game (at least for me) was all over the place. But once I spent a couple of hours with the game, it was then that I actually started to grasp it. It's such a creative concept, something you rarely get to see these days.
Apart from a minor AI issues and story shortcomings, this was an amazing and if you are a fan of Arkane, particularly Dishonored and the fantastic Prey, they you owe it to yourself to give this game a try. It may feel like you are playing another dishonored or Prey but it really is uniquely different from them at the same time as well.

I haven't played this yet but you should definitely check out Prey's DLC Mooncrash. It's incredible!
