PC Games installation freezes or Unarc.dll error

Im experiencing that from last few days i cant install any games to my PC.
Either games installation freezes while res of PC remains working fine,When this happen Cpu usage also lower to idle like the task has been completed but game installation remain stuck/ freeze.
Or
in some small sized game an error show up " Unarc.dll is missing...."
I have tried fresh windows installation with 3 different win10 ISO. Also updated all divers, C++, DX10,11, etc. Even changed installation destination folder/ HDD but so solution.
I havnt made any hardware change to setup from some time.....
Games installation/ work fine on other PC..

Setup is (11700 + Z590 + 16GB Ram & 3070 GPU..)
